A fascinating line-poem, Amadis. It's like Dadaism in itself and how it became an art form. Just as an aside, I always think of Monty Python when I look at Dada artwork.

I'm ignorant regarding this line,
Low Angelsea 1003 expected Norwegian basin.
I don't think you need the full-stop at the end of the line. But I don't know the meaning of the line (my failing, not yours). Should it be Anglesey, or is there a reason it's Angelsea? What does 1003 refer to? I assume it's a weather front, perhaps...

For the double meaning, I'd be tempted to say,

moderate, occasionally fair.

but this is subjective, of course.

A smashing poem, and thought-provoking.
