Let's hear three cheers for the private sector,
it's because of them and their greed we are saved.
So ladies and gentlemen, please be up standing:
To Bozo and Dido, The Great Spaff and Waste!
Hip, hip ...

So many possible references in this bit of writing. The title, for example, has a literal meaning and an idiomatic meaning. ‘The private sector’ can be derogatory in some more left wing circles or a mantra of faith of the political right. The use of ‘greed’ juxtaposed with ‘saved’ keeps the meaning ambiguous. Your references in the penultimate line are, I am afraid, lost on me. (‘Dido’ was a singer in the past and a corrupt politician more recently, ‘Bozo’ could refer to the great liar Mr Johnson)
All the best
