Brilliant Not. Really like this poem - its irony and sentiment. I like the title as is (climate, unchanged) though I think I’d do away with the comma, and have no punctuation at all including that question mark that Fliss mentioned.

Would it work to frame this as a haiku? I suspect you were already toying with that.
And of course I've got my suggestion:
Spring is too early -
What could be greener
than recycled promises?
It's hard to say anything on this subject that doesn't already sound like a cliché, but concision carries a bit of weight and I think, even post-COP this still works, especially the title.
