A very odd question

So, I am writing a sequence of poems based on the life of Alan Turing, and one of them will refer to serial numbers of Street-lamps in St. Leonards-on-Sea, Hastings, East Sussex, England, during the year 1917. That is: I am hoping to find some real serial numbers that would have been on lamp posts during that year, at that location. I have no idea how to start finding this out. I'm an American with very little knowledge of British government. Locally I'd have a pretty good idea of what departments I might call. But in England? I know I haven't posted any poems here, which probably makes this post seem all the stranger, but any help in finding out where I could even start looking would be really appreciated.

You might try Hastings Borough Council...they will be on-line and will have some sort of information officer, who may answer...if they like a challenging question. :D
